Fileplanet, with its queues, is usually fine because there are multiple queues. Just try again in a few minutes. Do you really need that download now?
Sites which only allow one download per IP should usually clean out their list to get rid of such proxy IPs every so often. If not, then there are some workarounds.
As for IP bans for multiple connections, you shouldn't be doing that. It's unethical, especially if you have a fast connection (you already have a fast connection, wait a while), and it doesn't work if you have a slower one (e.g. dial-up).
All these things may cause problems, but in my opinion Download.com is a horrible, horrible place, every other download has some sort of malware attached to it, and because a lot of people use download.com without knowing this, a lot of people get infected.
