They arn't animated because that makes them annyoing, also it makes them look less professional and they are larger file size.
They are 48x48 because it makes them all look uniforme and more proffesional, also large avatars are extremly annoying this also prevents people from just taking some stupid avatar they google up. In the first place avatars were objected to and most people didn't want them so I doubt they will get any bigger or any more annyoing.
