Question about forum rules

I had a post deleted recently by Derby because of the following reason:

You may not mention the contents of an edited post that violates the rules.
Upon looking in the Content topic, this rule isn't presented anywhere.

I know the rules are supposedly incomplete, but some of the rules have not been updated since May 2005. While I'm not saying the above rule is made up, having an out of date content topic and the notion the rules are incomplete gives the admins the power to make up rules on the fly. Also, while I'm not saying any admin would do that, the thought of it is rather unsettling.
Not only that, but not being allowed to mention contents of a post that violates the rules makes it hard to present any problems you have with someone's ban in a feedback forum topic.

So the question is this - Why hasn't any of the rules been updated in over a year if they're incomplete?
