The noname players you are talking about are fake players or so called ghosts and are only taking up space in the server. These can be easily identified by their Unknown Network Address that appears where their IP should be and they're not neccessarily always nonames. It's an exploit inside jj2 that allows you to insert them remotely over the network by sending a number of forged packets to a target jj2 server. Whenever you kick or ban them, your jj2 will crash, so don't do that. You can, however, remove them yourself by using a tool like Controller and stealthkick them.

Additionally there is a bug in the old Controller (v4.0) that will sometimes crash your server when attempting to manipulate player at slot 17 with stealthkicker. The new Controller (v4.1) does not have this bug. The noname players are sometimes caused by a bug in Nimrod's GIP script.
