First of all what you have listed is not a router, but a network interface card (NIC). It is where you connect your PC with a router with an UTP cable. I happen to use the same model and it doesn't give me any problems. Secondly the DNS settings have nothing to do with your server not displaying on the list. The DNS settings are used by your PC to find out what IP address is hiding behind a URL (such as jazz2online.com). If you can access this website then your DNS settings are likely working properly.

Again opening the ports has little or nothing to do with your server not showing up. If you have a router then you are to forward ports 10052 and 10054 to the IP address of your PC's network card. If you have a static network then that IP is likely to be 192.168.0.2 or something similar, but that is a different story. You should do this only if players are having problems joining your server or if you are having problems playing in other servers.

The reason your server doesn't show up is probably the fact you're using the wrong list server URL, but I can't say that for sure until you give some more details.
