The picture, or the text?
If you google it, Balcerowicz returns a bunch of stuff on some Polish economist - what this has to do with Jazz's political leanings I couldn't imagine, so maybe it's not referencing the same Balcerowicz.
As for the picture, I can only imagine it's some obscure European political joke.
