Well, all features are developed for 1.23 and then converted to 1 or 2 TSF versions. Besides, Carrotade had lots of bugs in the past release in 1.24 (haven't really used the latest version yet). Big tilesets might be a benefit, but it's very minor since it won't improve the game play at all, and thus not be reason enough to change. Best would be if everyone just hosted multi version and were happi (which would admittedly be easier if I would bother uploading forest as is).
And yes, J2NSM is all about stupid secret programs... like openjazz2 (not to mention major parts of mentioned program).
