Here is what it could include:

Bmp, Tga and Avi textures. BMP, TGA, and AVI as textures? I can maybe understand BMP and TGA, though the files would be massive. However, using a full-fledged video container as a texture is an awful idea.
Transparency mask. Huh?
Background Layers. You mean like skyboxes? I don't think I understand this either.
Animated textures. Sure. But not AVI files.
More animation libraries. Can't argue with that I guess.
MP3 music reading besides mod plugs. Everyone seems to want this. I personally think it's a bad idea (why we wouldn't use OGG or some other awesometacular format is beyond me), but everyone who's ever made a level wants it, so might as well have that.
Single sided 3d objects (so you don't see inside the head). Wait, wait, wait. You mean like in Doom? That's an awful idea.
A large inventory. Can't argue with this either.
4D doors (like carrot shop in jj3). Fact: JJ3 featured no '4D doors.' I don't know what you mean.
Graphics like play station three. I could talk about how big a joke the PS3 is here, but that would be a waste of time. I assume you mean good graphics, though that's funny since no graphics I've seen on the PS3 were anything that couldn't be done on a PC (or an Xbox 360 for that matter). But sure, good graphics would be nice.
Home cooked levels list. I have to disagree. The way JJ2 handles user-made levels kind of sucks. If there were iTunes-esque methods of organizing the list, I'd change my mind (sort by author, sort by gametype, etc).
Automatical targeting. Awful, awful, awful idea.
Perfect functionality on windows ME, XP, Vista. Replace Windows ME with Windows 2000 and I'd kind of agree. However, the fact that you mentioned no non-Windows operating systems is sad; why not have support for Linux and Mac OS X while you're at it?
Unr to JGM (jj3 to jjg maps) converter. Bad idea. It would be used to convert illegal material so fast that it would make my head hurt.
Sold in all 6 countries. "All 6 countries?" Last I knew, there were more than 6.
You control Eva and Devan. Certainly not mandatory, but it might be fun I guess.
24 bit tileset textures. Why only 24 bit?

It does not make sense that you posted ideas for another game (which would never [read: never] be made, by the way) in this topic. Some of these ideas are moderately ok; the rest just don't make sense.
