Well, perhaps we could just make it so that only the nations that are big enough in terms of activity will play in the tournament. That would still be only a few countries.

I suppose at least these countries could be up for it then:

Belgium
Finland
Poland
The Netherlands
United Kingdom

Countries that might to be able to participate if they'd manage to awaken inactive players:

Canada
Israel
Italy
Germany
USA

Countries that got only 1-2 potential players(or so do I expect it to be at least):

Australia
Bulgaria
Malta
Russia
Sweden

Mention if I forgot some country. So anyway, if partnership should be avoided in your opinion, then I guess these smallest countries are to be ignored. Only those nations who can prove they got at least four active players (1 for backup) are allowed to participate.
