Everyone knows that command! *Looks it up* Erm..yea, anyway, use that and disable Start up programs, reboot, sit there for awhile and if you still get the error message...then...ermm...contact for more info, if not, its probably just using your startup settings to load itself x.x

Of course, if it's done something else and worked its way into other stuff, you're just screwed and it might be best to format. ;P

Start>Run...>'msconfig'

This will bring up a dialog box. Uncheck the load startup programs box. Then, your computer will restart. Follow the above instructions.
