Cataclysm did never properly detect laser shield users over network since it relies on a certain part of jj2 memory that tells you which shield a player is using. If a player uses a laser shield, it appears to other players as if no shield is being used at all. This is because jj2 never notifies other players when a laser shield is being used, but works fine for the other three shields. It's a bug inside jj2, not Cataclysm itself. Cataclysm is an outdated tool and you should probably be using jj2+ like people suggest.
