The tiebreaker is the 3rd round of a match, so ofc it's about scores.
As for match-scoring (i.e. 5-2, then 3-5 [8-7]) I wouldn't know if a tiebreaker should be required if the other player has scored more points, but I assume it is after seeing past match results.
Also, in this case it couldn't possibly mean that the player who scored more points would win if match wins are 1-2, but round scores are, for example 11-8 (5-0, 2-3, 4-5).
There's reason to deduce that only round wins matter.
