You can find it by repeatedly badgering some combination of Violet, BN, Sal, and me. (To save you some time: I don't have it. I didn't even know there was a 40 level Foo Race.)

Someone really should get all the Foo Races together - apparently not one single person has all of them and all the tilesets, let alone the latest versions.
