I'm pretty sure you can grab carrots at any point in 1.00g or whatever the beta is called. I don't remember for 1.20. I don't know of any patch, and I seriously doubt one would exist for multiplayer, because CTF strategies and such depend heavily on knowing where the carrot is and when it can be taken. There could be something for single player though.
