In theory it may be illegal, but based on the fact that in theory anyone who would actually want a .j2a would already own the game I'm not seeing a lawsuit worthy problem.

Partially provided that the above is partially true, if you were to change all (or with some slack some) of the animations you are in theory yours, and you could post a readme with credits to Epic (plus again anyone wanting them owns the game) I think that the Administrators should consider the allowance of {appropriate} .j2a's
ALSO: I don't know if this has been brought up but if you edit a .j2a it affects locally I believe (verification?), so I do not think that it could be used to cheat online.
