I guess Jake actually means something like what happened before the Duel Tournament 2. Thanks to that level contest a whole lot of great maps appeared. No problems seemed to take place (though I wasn't playing back then so may be wrong).
Making such contests too often may however eventually lower the overall quality/number of entries.
