To try and answer both:
I had an experiment a couple of days ago with bilsy for my level, but he didn't suit my needs. If you place him over a solid tile, he will drop down to that level automatically, and will stay there permanently, ignoring any walls that get in his way. He'll teleport to an tile with the same height, as long as it isn't lower than the one he started on, if that makes sense.
Oh, and no-fire zone events don't work, but you could try substituting them with Destruct Scenery, set to TNT or something, as long as the TNT isn't in the stage. Unmasked destruct scenery, that is. I was experimenting with that, too. Great minds think alike. =b
