You may have been misinformed by an old article I wrote that got it completely wrong? IIRC, it moves the layer (WindowHeight - 200) / 2 pixels, thus more or less ensuring that what appears at the bottom of the screen at one resolution, e.g. the backgrounds of Carrotus or Diamondus or Jungle, will be at the bottom of the screen at another resolution as well.
