MLLE 2.21a is out! I underestimated how difficult people find it to even create a paletted image, so now you can build a tileset entirely out of 32-bit or 24-bit images and MLLE will still allow it.
I haven't figured out clipboards yet, because Paint Shop Pro's clipboard format doesn't seem to be documented anywhere, but I've implemented saving and loading tile images as PNG files on the local computer in the meantime. It's awkward, but it does allow custom 32-bit tile images! Fortunately I thought ahead and MLLE-Include-1.8.asc already allowed that, it was only MLLE.exe that didn't.

A bit off-topic but could you also look into the .pal format for PSP palettes?

Sure, I added that too.
