The last resolution is at 800x450, not 800x540 in your reply (I use 800x540, since 540 times 2 is 1080). At 800x450 (in your reply) the top & bottom pixels of the title screen image that's 640x480 is not shown under "draw at real size", as the remaining pixels are outside of the view in that particular game resolution.
Other than that, this looks good. If some code could make the option enable "draw at real size" if game resolution >= title screen image resolution, while if game resolution < title screen resolution, use "keep aspect ratio and stretch to either dimensions" instead in the plus.ini fine, that would be cool. Thus in my case with the game running at 800x540, I would with such an option enabled get the vanilla Jazz2 title screen images drawn at real size, with black borders all around, while the exclusive Jazz2+ title screen images would have the 4:3 aspect ratio and being stretched downwards to fit the lower resolution I use (800x600 image scaled down to 720x540 to keep the 4:3 aspect ratio under the game resolution of 800x540).
