Confirmed that they do stay at the top even after re-entering HCH or relaunching the game, even when not sorting. I thought it didn't but now that + the explanation makes ffully sense. It's the best way.
I think that's it. I think it works perfectly now and I can't think of any other potentional ways to break it.
