I just think that an internet protocol address is similar to a telephone number or a secret agent identity verification code, in the sense that not only is it neither accurate nor precise to attempt to track someone's location from that information, most of the time it's simpler to just ask where someone is or where someone is going to or where someone is coming from. Even though in theory no one can be forced to provide that information to anyone, in practice it's generally more proximity relevant to just ask than it is to imagine or to guess or to estimate or to pretend.
