To format a floppy as a boot disk for use with Windows 98, first double-click on My Computer. Put the disk you want to format into the drive. Then, right click on the floppy disk drive in My Computer and click "Format..." Set whatever options you want, but make sure the "Create an MS-DOS Startup Disk" option is checked. Proceed with the format. PRESTO! You've successfully created a boot disk for use with the Format.com and Fdisk.exe files. Then copy the files onto your floppy and boot from it.
