That's a little exaggerated...the only part that i may agree with is that some people don't know how to use linux, and it may be harder to install their hardware on it. However, most all hardware runs on linux and installs nicely, depending on your distro (or your own experience).

As for the first part...that's completely untrue. There are many "standard" libraries that linux coders use...Mesa, glibc, gtk, qt, just to name a few.

But if you don't like linux, and like something else, feel free to. I just like linux. ;p

As running jazz2 under wine, i've done that before and found that it ran quite well. It was a little while ago, but i think everything worked, aside from the registry (which is fixable, you just look around in the config files). The speed was also just as fast as windows.
