If anyone knows what causes this, Distruct needs help

Anyways, he has a Duron 900 with a Geforce 2 MX graphics card, and it shows 70fps (with a pc liek that it should easily be reachable) but instead it is amazingly slow.

I used to ahve the bug, and a good restart fixed it, but this time it doesnt wanna go away, someone help plz
