Yes. You should have made a backup of your original JJ2, so just use that to join 1.23 games. If you didn't make a backup (and only have the patched version), just reinstall 1.23 into a different directory.
1.24 can't join 1.23, and 1.23 can't join 1.24. So the answer to what you are asking is really "No." But you can still join 1.23 games with an unpatched 1.23.
