It depends on the environment. I never got to see the Bilsy boss in an Epic single player lvl so I can't really judge them.

Instead, I built a small lvl in two versions. One with Devan and one with Bilsy. I couldn't defeat any of them

but I died quicker when fighting against Bilsy so I guess Bilsy is harder.
