There are Metroid mods for UT, there are MegaMan X mods for UT, there are Dragon Ball Z mods for Quake, but when someone comes with the idea to create a Jazz mod, it won't be made because it is 'illegal'!? Wooh, I am so scared of Epic..they might come over to my house and shoot me with a rifle! Serious now, I don't see the problem. Heck, if the mod was made, there is also a possibility Epic wants to release this to boost Jazz's popularity..and to add some variety to Unreal Tournament!
