You mean the Pacman Ghost? It's a TSF enemy.

To use it, open up TSF's JCS.ini, and change event 253 to:

253=Pacman Ghost |-|Enemy |Pacman |Ghost

(once again, feel free to add some spaces so the pipe symbols line up)
