You give Foo the skateboard and tell him to make the Merpeople shoot eachother. He comes running back about a minute later. The skateboard has been destroyed but no Merpeople have.
The only path you have not been down is past the Chaos Ward. In other news, the Cyber Cafe computer is back online, and I'm sure the rest of your party has gotten pretty bored.
