I had to change some colors around so I could get everything in, but I think I did a fairly good job. Unless if I made a mistake somewhere, I didn't need to use an extra tile for the palette. Also, it's 98% done because I could use some input on my work. And palette events work as a bonus.

I just think the tileset itself could be better.
