For now you can set plusonly in the ini file. Doing this enables a number of features which you normally can't get in JJ2.

This is only true for the ones who visit the jcf and j2o and also happen to play regularly. Play online sometime and use the f9 list and you'll see that there are a lot of people who still don't use plus. There is also a large number of community members who don't play jj2 very often at all, and thus don't use JJ2+. Being part of the 'community' doesn't necessarily mean you play the game.
