Does anyone have fully rigged Jazz Jackrabbit model in Blender for fan games?

It doesn't have to be pretty. Animations not needed either (I can do them myself).

you might be able to extract the models from JJ3

Yes, but:

1. This model looks nasty. It's so pre-alpha and early 3d. I mean, I've mentioned it doesn't have to look pretty, but shouldn't look so bad either.
2. Legalities will be even murkier than if it was a fangame with completely own assets.
3. I don't have access to JJ3 and I doubt anyone here will help me with that.
4. I plan on making it in Unity and the model was designed for Unreal so it scaling it properly will be weird AF.

1. The model is a little rough around the edges, but it could provide a good starting place, if you're willing to edit it a little.
2. Well, if you're willing to make heavy edits to a converted version, no one will care. Even better if you make your own model using the JJ3 one as a reference, which will probably make things a little easier anyway, since the JJ3 Jazz model was never boned properly.
3. It's very easy to Google.
4. If you can convert it to a compatible format, it'll work fine.
