Downloading Levels with custom tilesets

When I download levels with custom tilesets, even though I find the tileset, when I try to open the level, I get an error saying "Cannot find tileset." If I edit the level and change the tile set to the one it is supposed to be, it will work, but some of them are password protected.

The tileset has to be in the same folder as JCS.exe.

They are.

Now, just to clarify, these levels are the ones downloaded from the website, not a server.
