Disguise's Tileset Resource (DTR - easily the best tutorial available)
Tileset Basics (may be useful)
Tileset Mini Manual (might help you get started)

Some more advice: avoid using MSPaint for making tilesets, and definitely try to understand DTR since it can be very useful.
