Yes, we were all newbies once. The difference is Roseta goes around cursing and insulting EVERYONE. She may be new, but she earned her bad reputation. No one hates her because she is new, it is the way she has no respect or regard anyone else.

-Some respect
-peace
-Be nice to her
-A higher reputation
-no attack

As for those, tell her to do the same. She needs to give people respect before she gets some in return, and once she stops attacking people, they will stop attacking her. If she is respectfull, she will ultimately have people being nice to her and a higher reputation.
