VeggieMan found a hilarious 80's parenting book called "It's Okay to Say No" that supposedly taught children it was okay to say "No" to an adult asking them to do something they felt uncomfortable doing (usually in a sexual context). One illustration in the book had a scoreboard with "Home - 10, Visitor's - NO!" on it, which obviously doesn't make a great deal of sense - a deciding factor in whether or not something becomes a #jj2 catchphrase.
