You can do quite a lot with JJ2; but it'll take you one hell of a long time and one heck of a lot of skill.

Here's a straight answer: no you can't. JJ2 doesn't have any standard modification abilities like those that Unreal Tournament or some other games have. The only thing you can do add levels and tilesets, but that's it. Anything else has to be done via hacking.
