He's about as evil as a bar of soap.

He is right, though. The IP ban is, well, easily bypassed (as you can see.) There's not much the administrators can do except continuously banning him. It's not possible to ban him entirely. He's right - he'll just keep coming back.

Ban at a Range but you have to check if you dont ban any other users that way

Range is not the problem, I believe. Without going into too much detail, I think he's using a proxy to pass it. I could easily be wrong, though.
