This one certainly is new. When exactly did this happen? Did it go away after you refreshed, or did it linger? If so, how long? I have been unable to find any mention of this anywhere, so it may be a little-known bug. It would be helpful to know when this first started, and whether it has been there since the upgrade? I have not personally seen this. I will keep a close watch up to see if any mention of this is made on the bug report boards. Perhaps it is an easter egg.

I have been unable to find any instance of this in posts. It may be on a different server, or it may be constrainted within someone's signature. Whatever the case may be, this problem is not a virus or anything of that sort. The "huh" thing is obviously a similar sort of page, although I have not been able to find it online.

EDIT: On second thought, I think this may be the doing of an administrator. In fact, I am nearly certain.
