Tilesets

Two easy questions:

Am I allowed to use every tileset from the jazz2online site?

What is a good program for making tilesets?

To the best of my knowledge, the only tileset with any usage restrictions is Gringo's hotel tileset, but you're not too likely to run into that one these days anyway.

Post Corel Paint Shop Pro

If you want to make tiles, I recommend pal suit 2.0 and Corel Paint Shop Pro.
