Hello, can anybody tell me, if i install 1.24 is there anyway that i can host for 1.23:s

Keep 1.23 installed too, they're separate games, not an expansion.

But if you don't have 1.23, there's also project controller 4, which allows you to change the version of your game to host for other versions.

You will be able to host in 1.23s just as well after installing 1.24 as before, assuming you don't try to install them into the same folder and mess things up.

I cant use PC 4 on TSF, "Unknown version or failed to detect"

Have you tried the latest PC4.1 beta? I'm not sure if it supports Polish TSF, but it's worth a try.
