My tileset bottom is too small and if I do tiles to larger bottom JCS says "unallowed size on tileset bottom" so anybody know where can I get tileset bottom that is allowed to my JCS and it is same size as else users tileset bottom?

Any vertical size that's an even multiple of 32 should work fine, as long as it's not too big - I'd say keep most tilesets below the 3200 size.

So... I have downloaded some tilesets but my JCS always say "unallowed size of tileset!" and JCS shut down

You have probably downloaded TSF tileset for 1.23.
