i want to make a level with the tileset mez01 but it wants a password,can somebody give me the password?

Tilesets do not require passwords. Perhaps you attempted to open a level that requires a password. You can still make your own levels without the password.

but how do you open only the tileset in JCS?

Check the upper left window of JCS. There is a dropdown menu that says "No TileSet". All you have to do is select one from the list.
