Rules are the same as in "TCE". You make 20x10 tile and mask and put it in the tileset. Background will be added by me, but you also can add a background. Concertions are allowed!

It was way better organized. Rules and all that displayed. Plus, we started with something. Perhaps if you used it as a guideline?
