...what do they mean? like when someone types something and it gets crossed out. its kinda wierd because i dont see any options on how to cross out ur words.

Use the < s > and < / s > tags. Without the spaces. Like ~~this~~. Or do you mean something else?

It's usually used for humor, to be able to be sarcastic without having to... eh, I'll just give you an example.
"I'm back!"
"WB! ~~Now get lost again.~~ ...I mean, *hugs*"
