I'm searching for the original Holiday Hare '95 with the snow and silver menu...

There are most without these options, and the main menu such as the original one from JJ1... :\
Including from Haze's JJ, CGArchive, DOSGamesArchive Etc.

There are a website whos got the original Holiday Hare '95? Oo

If memory serves, the menu changes when the system clock is set to November 1.

Really? If I had HH98, I'd check that..but I know that C.C has a Christmas menu all year round.

HH'98 never changes, I thought there were talking about '94 and '95.

I wonder why it must be November 1st instead of...December 24/25/26th?

Because then people might miss the cool feature because they didn't play it. You can easily change the date by fiddling the MENU.000 file, as well as the background color, snow density and falling speed and text color.
