Use the Water Level event, found in Environment > Scenery. Set the variable "height" to the Y co-ordinate of the tile you want the water to stop at, then set the variable "instant" to 1. Then, surround the Jazz/spaz start positions with these events.

They appear in the status bar in jcs, or in jj2 if you press F9 twice..
