Right here.

You can get there by clicking "Downloads" on the main J2O page, then clicking the little "Patches" button on the left. Lots of other useful buttons there, too. And they're usually different depending on which part of the site you're on.

I see 1.21 - 1.23
but no 1.23 - 1.24

1.23-1.24 isn't a thing. 1.24 is The Secret Files, which you have to buy separately. If you live somewhere in Europe, you can probably get a CD jewelcase version of it for pretty cheap.

The 1.23 to 1.24 patch was removed for being illegal, but if you use JJ2+ you can join 1.24 servers just fine and you're only missing Lori and the xmas/tsf enemies.

Not in NL at least. Bigger toystores like Intertoys and Bart Smit used to have a spare of TSF and CC (some in bargain bins missing their big boxes and manuals) years after they released until 2008-2009-ish. At some point around 2004 they even had a limited DVD box version of regular JJ2 for some reason.
