Most good tilesets are 1.23, which are also compatible with TSF. So use 1.23 tilesets whenever possible.

There are a lot of very flexible tilesets too, which be pretty much whatever you want them to be. Top Secret III (lots of cool stuff - great for unconventional MP lvls), Underground base (I think that's its real name

Well, it's a castle and it's got no windows where you can look into the outside world (except the sky and some rain). You can easily make it into a secret medieval underground base. Also, that dark castle thing Wisety made. You know, with the moving walls? That's pretty good too. It all depends on what kind of secret underground base you want.
